Harris County Tax Assessor Collector
Served as Team Leader for a management study of the Harris County Tax Assessor-Collector’s Office. As team leader, he developed “As-Is” process maps and productivity analysis for the following departments: Voter Registration, Property Tax Services/Customer Service, and

. Based upon recommendations made the Harris County Tax Assessor Collector to improve customer service, and reduce costs by automating numerous manual processes.
City of Houston Municipal Courts:
Conducted a SISP (Strategic Information Systems Plan) for the City of
Houston
Municipal Courts. The Deloitte & Touche team examined key “As-Is” processes relating to traffic citation issuance, citation data entry, police officer and witness notification, booking procedures, judicial practices, court administration policies and payment procedures. Over 100 process steps were identified as candidates for technological enhancement and “To-Be” process and system diagrams were drawn to illustrate the effective use of technology.
Harris County Financial and Human Resources Departments:
Examined software issues, problems, and the requirements of a software solution for

’s current payroll and human resources system. In order to understand the County’s issues and concerns under its present system processes were analyzed to ensure all legacy, shadow, and payroll and human resource system components were considered in the selection and integration of new purchasing software systems.

’s current accounting, payroll and human resources system.
- Analyze and review over 300 accounting, financial and HR related processes. Workflow diagrams and procedures were documented and catalogued for over critical 200 processes.
- Develop software requirements for a County-wide ERP system. Over 6000 system requirements were identified, catalogued and ranked.
- Conduct workshops with subject matter experts to verify over 200 workflow diagrams and 6000 individual system requirements.

All major contracts, insurance policies, economic and business trends were analyzed and presented.

1) Potential fraud regarding the intermingling of $50 million in corporate assets with the personal assets of the President and Director of Bristol Resources, Inc.
Results
- Consultants reviewed over 100,000 documents including 1300 relevant oil and gas leases, partnership agreements, financial statements, expense reports, and tracked the flow of over $1,000,000 dollars in cash flow over the term of 2 years.
- Performed on-site inspection and analysis of financial statements, general ledger accounts, bank statements, and balance sheet items. In addition balance sheets where reconciled with off-balance sheet items for congruence.
- Aided in the development and compilation of a fraud and forensic audit report to ensure that fraud litigation evidence is completely supported, tracked, and shareholder rights are defended.
