The current law is only staying evictions or unlawful detainer actions for non-payment of rent.  Please read this memo: Letter to Clients re COVID-19

While trials are stayed for a few weeks, they should resume in Mid-April.  If a tenants does not pay the rent,, the money is still due.  While the details are still murky, the tenant must prove it could not pay the rent due to the Covid-19 business effects and the tenant will have six months to pay it back.  I expect a flood of evictions this Fall.
